The longtime loss of Bolivia's window to the Pacific Ocean...is still 'an open wound' for President Evo Morales.
For the first time in decades...a Bolivian president attended the 134th anniversary of the war that cost Bolivia ocean front access.
Morales also called for Chile to release 3 soldiers arrested for illegally crossing their shared border with arms.
He claims the men were chasing renegade auto sellers.
