ECUADOR : Correa's Public Spending Pays Off In Popularity.

     President Rafael Correa's  almost 70% popularity can be linked to many state funded programs he implemented since his 2006 election.
    Before Correa...Ecuador had 6 presidents in just 10 years.
    Supported by the high price of oil...its major export...Ecuador spends 10% of GDP...on public investment...more than any other LatAm or Caribe nation.
    He calls it '21st century socialism.'
