BRASIL: President Rousseff's Foreign Policy..."More Style Than Substance" Difference From Lula.

     Ex-ForMin Luiz Felipe Lampreia sees President Dilma Rousseff as talking the talk...but not walking her talk...as more of style than substance...and not really much different from predecessor Lula da Silva.
     Rousseff just ignored meeting the Dalai Lama in Sao Paulo, voted against Libyan air strikes, declined to meet an Iranian dissident/Nobel winner...and helped block UN pressure on Syria's protest crack down.
     But Rousseff has herself stated :“As a woman that suffered corporal torture, I know how important are the values of democracy, justice, human rights and liberty."
