A new court in El Alto...a crowded suburb of La Paz...will punish indigena criminals harshly.
But not with the normal jail time.
Thieves caught 3 times...will have a hand amputated...and sex offenders will suffer chemical castration.
Leaders say harsh punishments are 'the only way to stop those crimes.'
It is all a part of a 2010 measure that allows native people to administer their own forms of community justice.
