     A tense diplomatic brouhaha is building...between Kyiv and Amsterdam.
     A giant Dutch utility has been running a TV ad warning women NOT to allow their men to go to Ukraine for the upcoming Euro 2012 football matches...because of that nation's many 'promiscuous women.'
    NLEnergie claims making men watch the matches on TV at home...is much safer.
    A Kyiv diplomat says he was 'shocked' by the ad's images of his country.
