President Hugo Chavez, of course, was there...along with Guatemala's president-elect Otto Pérez and Iranian President Mahmoud Ahmadinejad...as were the presidents of El Salvador and Honduras.
But the USA didn't even bother to send a rep...nor did Costa Rica's boundary feuding President Chinchilla make an appearance.
