BELARUS : Minsk Puts Strict Limits On Foreign Website Access.

     Starting Friday...Belarus will restrict access to all foreign websites.
    Internet clubs and cafes must report all users visiting sites registered abroad.
     It will also make it illegal for foreign companies to sell goods there.
    Visitors to 'extremist' or 'pornographic' sites will be fined.
    The maximum fine is $120.
