HUNGARY: Police Detain Chained Opposition MPs During Protest; S/P Downgrades Debt To 'Junk'.

     Police detained 11 opposition MPs...chained outside the parliament...along with 16 other green activists.
    The opposition objects to proposed laws on elections, taxation and the central bank control.
    The MPs were released...but some activists were still in custody. 
    The rating agency S/P also joined others in downgrading Hungary's sovereign debt to 'junk' status.
