   Even as President Juan Manuel Santos faces tough challenges...narco producers, criminal gangs stealing land from peasants and new hit-and-run attacks by FARC rebels...he is upbeat...and seen as the emerging regional leader...with a 71% national approval rating.
    "They say the stars are aligning over Colombia," said Santos, who celebrates his 60th birthday Wednesday.    "It's necessary to take advantage of the situation."
