He is descended from the notorious bandit/hero Pancho Villa.
Villa doesn't scare easily.
Two years ago, another retired general in Cancun, Mauro Enrique Tello, was kidnapped, tortured and murdered shortly after being hired as a security adviser there.
Villa has already received a nasty welcome from the brutal narcos Los Zetas.
"This is a little gift for you," read a note placed on a dismembered body dumped near Cancun. "You're next, Villa."
In fact, Villa is the latest in a trend.
Seventeen of Mexico's 32 states have retired military officers to head public security departments.
