President Felipe Calderon has appointed Deputy Finance Minister Jose Antonio Meade, 41, as the new energy minister, replacing Georgina Kessel.
Calderon wants more more progress on measures in Congress to boost oil production, reduce Pemex taxes and pension liabilities.
"In addition to being a very good economist, he's (Kessel) a smooth political operator,” says economist Gabriel Casillas.
Also, the Finance Ministry's Dionisio Perez-Jacome will replace Communications and Transportation Minister Juan Molinar Horcasitas.
Calderon has shuffled his cabinet often since December 2006, naming four interior ministers, three economy ministers and three social development ministers.
