Opposition leaders say they tried for a week to obtain a permit to rally in front of Moscow's secret police/FSB headquarters...with no success.
Today...despite freezing temps...several thousand gathered to celebrate the 1 year anniversary of their first massive anti-Putin protest...by using a legal loophole and calling it an 'un-rally'...and "march for freedom.'
Nevertheless...Moscow police arrested at least 40 people...with more than 25 taken into custody during a legal rally in St. Petersburg.
Ahead of the gathering...at least 4 activist leaders were detained...including blogger/lawyer Alex Navalny...but all released after several hours.
