More than 130 have died in the past 2 weeks...as death continues to stalk Sao Paulo city and state.
Brasilia wants to create a new police agency...and move imprisoned notorious PCC narco leaders to more secure, supervised jails.
The death toll there explodes every weekend and so far in 2012...a shocking 90 police there have been killed...along with 3 prison guards.
Thru September...the area recorded 1,100 homicides.
Most disturbing...the narco prison gangs are said to be targeting off-duty military police.
State officials say their 130,000 police are enough...and rejected offers of military assistance.
Police continue to raid slums for drugs and guns.
