BRASIL : Caxias do Sul's Unique But Crowded Dog Shelter.

      In Brasil's south...some lucky stray dogs still live outdoors...but also under NGO sponsored shelters... that line the hills near Caxias do Sul.
     Like so many shelters...the Friends of Animals Society officials say their shelter is always overcrowded...and funds are scarce as they struggle to feed the animals about 12 tons of food per month.
