    Romania finally agreed to join other EU foreign ministers...backing Serbia's road to the EU.
    Bucharest had delayed approval because of concerns over the status of its 30,000 Vlach minority living in Serbia.
    The unanimous summit vote has moved the candidacy along.
    But President Tadic says Serbia will never recognize an independent Kosovo.
    The EU prefers Serbia within its orbit...and not under Russia's influence.
