     President Juan Manuel Santos wants to compensate 4 million victims of the two decades long civil war...at a cost of $20 billion....for their loss of land...nearly the size of Austria.
     But leaders of the dispossessed peasants movement keep getting killed...50 since 2002.
    And Colombia can't seem to end the murders.
