BOLIVIA: "National Emergency" Declared After Heavy Rains Kill 52, Leave 7,000 Homeless.

  Bolivia has declared "a national emergency" after several districts were affected by floods, landslides and overflowing rivers"...with some 20 highways underwater.
  52 people have died with 7,000 left homeless.
  Morales plans to spend $20 million usd for relief operations and damage repairs.
