Meteorologists describe Tropical Depression Paula as a small storm with a surprising punch that is finally weakening.
More than 20 buildings partially collapsed in Central and Vieja Habana and four people were rescued. The western province of Pinar del Rio and much of the Habana lost electricity.
Residents were surprised by the ferocity of the storm, which lasted only two hours. "We weren't expecting it to be so strong and intense," said a bank employee.
