CUBA: Raul Admits Nation Has Over One Million Excess Workers.

MIAMI HERALD/   Raul Castro has admitted the not-so-secret fact that Cuba is vastly overstaffed with workers. But the number is mind-boggling--more than one million unproductive workers out of a total of 4.9 million people working in formal jobs. The figures on excess jobs in the government and its enterprises mentioned by Raúl surprised even some Cuban economists. But a popular Cuban saying is that "we pretend to work and they pretend to pay us."
