The Tajiks have few energy resources...and often suffer electric outages.
The 2 nations have been negotiating new energy contracts...and a proposed and disputed Tajik hydro power station that the Uzbeks say will threaten their water supplies.
Uzbekistan has cut off Tajik gas shipments before; the last time was in April...for 2 weeks.
