     Kosovo has valuable mineral deposits...but not much else going for it.
     The small nation also has a reputation for graft and mobsters.
     And...it apparently suffers from many over-zealous bureaucrats.
     When some UK investors tried to do business there extracting marble...they were rewarded with revoked licenses...and millions left in limbo.
