RUSSIA : Putin Loyalists Win Low Turnout Local Votes.

     President Putin's United Russia party...won all 5 governorships...and 6 legislative contests...but with low voter turnout reported.
     It was his party's first electoral test since he resumed the presidency in May.
     The opposition claimed there was widespread fraud.
     Putin ended direct election of governors in 2004...but restored a direct vote last year...but with approval limitations.
