UKRAINE / WTO : Kyiv Document Threatens Huge Tariff Hikes On 350 Products.

      An 85 page document sent to the WTO...indicates Kyiv wants to raise tariffs on more than 350 goods...worth $4.6 billion at 2011 levels.
      But Kviv claims a willingness to negotiate and consult before enacting the tariff changes.
      A diplomat believes the new plans on so many goods might force renegotiation on Ukraine's WTO membership.

    "We don't know what is behind Ukraine's move," said a diplomat. "Maybe the financial crisis. Maybe political reasons. Maybe industrial."
