Serbian President Boris Tadic (above) says he will not attend a Central and Southeastern European summit in Poland...if Kosovo participates as an equal.
Poland has invited Kosovo's President Atifete Jahjaga to the two-day summit in Warsaw.
Some 20 regional leaders will attend...as will USA President Barack Obama.
Serbia argues that Kosovo must be represented by the UNMIK at international conferences.
Five other regional nations also have not recognized Kosovo: Cyprus, Greece, Romania, Slovakia and Spain.
