Everyone is waiting for PM Mariano Rajoy.
The ECB, IMF, the markets...all want him to ask for an expected 100 billion euro bailout...and accept certain conditions.
But Rajoy is dithering...a trait allegedly common in his native Galicia.
Rajoy has reportedly based his political career on procrastination...letting others wear themselves out...before acting.
"Rajoy is resistant. That's his life. He prefers to take a bad decision in three months to taking a good one tomorrow," said a former Rajoy party official.
