During a TV address on Brasil's Independence day...President Dilma Rousseff announced dramatic new lower energy costs for 2013.
Household electricity rates will plunge by 16.2%...and 28% for businesses.
Brasil currently has the 4th highest energy rates in the world.
Rousseff also announced her government will lobby for lower bank interest rates...to spur slow economic growth...currently projected at only 1.7%.
