    Parking in Moscow and St. Petersburg has been anarchic for decades.
    Now officials are trying to discourage the skofflaws...by raising fines 10x...from 300 rubles/$9.20 to 3000 rubles/$92.
   They hope it will reduce anxieties of foreign investors about the seeming chaos of Russia's 2 major cities...as Putin promotes them as financial centers.
