A candidate in conservative Guadalajara hopes to jump start her campaign with a topless billboard campaign.
PRD congressional hopeful...philosophy professor Natalia Juarez, 34...is paying for 2 billboards showing her and 6 other women posing nearly topless...their breasts covered by their hands.
Juarez says she wants to make 'an impact and not go unnoticed.'

Google's Blogger USA standards apparently don't permit posting the semi-topless campaign billboard here...though tens of thousands of motorists in Mexico can view it...and the world can see it on-line.
Is this chilling effect on news coverage here...censorship?
