BRASIL: Experts Claim Airport Bidders... Overpaid.

Experts are claiming that the winning bidders for 3 busy Brasil airports...vastly overpaid.
The concessions ended up getting 5x the minimum bids.
And the usual, big professional airport operators...were not among the successful bidders.
