CUBA : Internet Access Scarce Even After $70 Million Caracas Undersea Cable.

     Perhaps the most enterprising reporter in Cuba details the failure of an often delayed $70mn undersea fiber optic cable...provided by Venezuela's Hugo Chavez...that was widely hyped to boost bandwidth 3,000 times...but still doesn't even provide even dial-up internet access.
    "...Web access remains as slow and scarce as ever, with no evidence of any urgency to get the cable working. Rumors swirl about technical problems or bad business deals, with others speculating that Cuban authorities have been spooked by the Arab Spring and the central role that social media has played in it."
