BULGARIA : Conservative Plevneliev Narrowly Wins Presidential Run-off.

     The ruling conservative party's Rosen Plevneliev, 47, narrowly won the presidential run-off against Socialist Ivailo Kalfin...with 52.6% of the vote and will take office on January 23.
     During the campaign there were controversial rallies against the Roma minority and against corruption.
