PM Donald Tusk is calling a draft report of Russia's investigation into the plane crash that killed the Poland's president and 96 others in April "unacceptable" and containing some conclusions "without foundation".
Tusk said the report did not comply fully with the Chicago Convention which regulates international air travel.
