The Milenio newspaper reports that poor teenagers in Ciudad Juarez say they have murdered opponents of narco terrorists for as little as 500 pesos ($40 usd).
“To go to school, a kid spends about 42 pesos ($3.50) a day on his transportation. Then they decide not to go to class, so they end up as the neither-nors( "ni-nis"): they neither study nor work,” said one official.
"These kids are victimizers, but they are also victims," said former gangster Miguel Barrera.
