Complaints of overcrowding and poor food at the Sao Luis prison turned tragic when rioting prisoners slit the throats of 18 detainees while holding 6 prison guards hostage who were later released unharmed. Three of the dead were decapitated.
The prison houses 2,000 prisoners more than its stated capacity.
