PERU / VENEZUELA: Deputy Culture Minister Resigns; Caracas Withdraws Lima Envoy.

    Deputy Culture Minister Ivan Lanegra resigned over President Ollanta Humala's efforts to protect mining interests.
    Lenegra claimed that Lima had excluded the indigena Quechua-speaking peoples from consultations by rolling back a 2011 law.
    A critical $50 billion pipeline is planned thru Quechua populated region.
        AND: New President Nicolas Maduro recalled his ambassador from Lima...claiming that Peru's foreign minister was 'meddling' in Caracas' affairs...after he commented about its disputed recent election.
