KOSOVO: Full Sovereign Status By September.

      An international group has declared Kosovo a sovereign nation.
      The 23 nation ISG...will give Kosovo full status in September.
      It will have its own government...but UN peacekeepers will remain as buffers between ethnic Serbs and Albanians.
