    In his last speech to the duma as PM...Vladimir Putin refused to investigate a vote rigging dispute in Astrakhan...that led a politician to go on a 27 day hunger strike...and that others have joined.
    Putin's speech had 64 members of the opposing A Just Russia party...for the first time ever...walk out on Vlad...in protest.
