MEXICO / HONDURAS / GUATEMALA / USA : 7 March UPDATE: VP Biden Rejects Drug Legalization; Promises $107 Million Aid in 2013.

      In Mexico...after a visit to Honduras...USA VP Joe Biden says "there is no possibility" that Washington would allow drug legalization.
     Biden said such debate is 'legitimate' but there would be no policy change.
     But he did sweeten the somewhat sour discussions...with a pledge of $107 million to fight narcos in 2013.
     Many current and former Latin American leaders have raised the issue of legalization...as narco traffic...and violence...spread from Mexico to Central America.
