Latvians soundly rejected a referendum that would have made Russian...the nation's official 2nd language.
One third of Latvia's population are ethnic Russians.
They have complained about discrimination...for 2 decades.
Turnout was higher than expected...about 69%.
75% of the votes cast opposed the referendum.
