MEXICO: 2 Big Problems In Calderon's Narco War: Botched Forensics...And Botched Legal Work.

LATIMES / K. Ellingwood / 2 screen read...combined.
Two stories. First link to...the LATIMES.

President Calderon named Marisela Morales (above) as Mexico's first female attorney general ...three months ago.
But she inherits what some call an 'enormous bureaucracy that is not working.'
Notably...there was a recent botched prosecution of the high-profile former Tijuana Mayor Jorge Hank Rhon.
And many others before that.
Her department can't even provide details on how cases end because it lacks a computer system to tracking cases and outcomes.
"We have an accountability problem,"said an expert.

AND: From REUTERS by M. Rosenberg:
Mexican police suffer from botched forensics with vital evidence often overlooked.
70% of murders there go unsolved...as the number since the war against the narcos began in 2006... now exceeds 40,000.
