Caracas Traffic Congestion..and two solutions.

Bothered about traffic congestion?

The current "Great Recession" has cut traffic down in many U.S. cities.

But, in Caracas, Venezuela...it is another story.

An informative read that may have been missed because it was published on a major U.S. holiday.
