CUBA: Obama Loosens Travel Restrictions, Cash Infusions To Isla.

  The Obama administration has made visiting Cuba easier for U.S. schools, churches and cultural groups and also increased the amount of money Americans can send there.
   The change increases the amount to $2,000 annually, more than before George W. Bush tightened sanctions. A $300 quarterly amount was the the Clinton administration's limit.
  The changes promptly were attacked attack by Cuba critics.
 ``It is unthinkable that the administration would enable the enrichment of a Cuban regime that routinely violates the basic human rights and dignity of its people,'' stated new U.S. Sen. Marco Rubio, R-Fla.
  A White House spokesman said the President was aware of the risk, but ``what we know is that it will put money directly into the pockets of the Cuban people. . . . We think that enhanced independence . . . far outweighs any negative that may come in terms of revenue flow.''
