BRASIL: 8,000 Free Homes In Rio; Record Low Unemployment; Man Kept Wife In Cellar For At Least 8 Years.

   Brasil will build 8,000 free houses for those recently made homeless by floods and landslides in Rio province.
   President Dilma Rousseff announced that 6,000 homes would be paid for by the state and federal governments with another 2,000 donated by construction companies.

ALSO: FACTOID: NO LINK: Brasil's unemployment rate fell to  5.3 percent in December, with a record overall rate of 6.7%, the lowest since 2002. It averaged 8.1 % in 2010.

 ALSO:  Batista Groppo, 64, of Sorocaba in S.Paulo state was arrested for locking his wife in a cellar for at least eight years while he lived upstairs with another woman. Police found Sebastiana Aparecida Groppo, 64, naked in the basement. The husband claimed that she was mentally ill and aggressive.
