Analyst Peter Kornbluh, who uncovered the document and gave it to the LA Times, said a cable from Kissinger to his top Latin American deputy halted US diplomats' efforts to warn Chile, Uruguay and Argentina against involvement in a covert plan called“Operation Condor."
