UKRAINE: Russia Offers Security Pledge And No Navy Attack.
REUTERS/ Russian President Dmitry Medvedev says that the doors to a Russia-led security bloc are always open to the Ukraine. Further, he pledged that the Russian navy based on Ukraine's Crimea would never attack it. Medvedev calls the fleet's presence in the Black Sea a guarantee of stability in the region.
