RUSSIA : 38 Die In Ramensky Psych Hospital Fire.

      At least 38 people have perished during an early morning fire in a psychiatric hospital in the village of Ramensky...120 kms miles north of Moscow.

      Officials speculate the blaze in the one story wooden building may have started from an electrical short, arson or even a patient.
