UKRAINE : Spring Snows Paralyze Kyiv; State Of Emergency Declared.


    Heavy snows...50 cm/20 inches...have shut down Kyiv...and much of the Ukraine...as a new Spring showed its ugly side.
     A state of emergency has been declared.
