GEORGIA : 5 Dead, Dozens Injured In Tbilisi Flooding.

      A state of emergency was declared after the Mtkvari river overflowed its banks in Tbilisi...killing 5 and injuring dozens.
     Troops have been sent in...after center city roads were submerged and power was cut.
