LATVIA / RUSSIA : Pro-Russian Party Wins More Parliamentary Seats...But Probably Not Control.

     The pro-Russian minority Harmony Center party won 28.5% of a parliamentary vote...almost 8% more than other parties...increasing its seats by 5... from 29 to 34 in the 102 member Seim.
     However...it is still likely to be shut out of government by a new coalition of other parties led by PM Valdis Dombrovskis (above).
