Just days after 25 prisoners were killed in gang clashes at the El Rodeo prisons...new Minister of Prisons Iris Varela (above) announced that up to 40% of inmates could be released to ease prison overcrowding.
She said that some 20,000 people convicted of minor crimes could be conditionally freed.
Currently the nation's prisons hold 50,000 inmates.
